Functions

The National Water Development Agency (NWDA), was setup in July 1982 as Autonomous Society under the societies registration act 1860, to carry out the water balance and other studies on a scientific and realistic basis for optimum utilization of water resources of the Peninsular river system for preparation of feasibility reports and thus to give concrete shape to Peninsular river development component of National Perspective Plan (NPP) prepared by Central Water Commission and the then Ministry of Irrigation now Ministry of Water Resources, River Development and Ganga Rejuvenation (MoWR, RD & GR). In the year 1990, NWDA was also entrusted with the task of Himalayan Component of NPP. In 2006, it was decided that NWDA will explore the feasibility of Intra-States links and to take up the work for preparation of Detailed Project Report (DPR) of river link proposals under the NPP. The functions of NWDA were further modified vide MoWR resolution dated 19.05.2011 to undertake the work of preparation of the DPRs of Intra-State links. Recently on 7th Oct, 2016 the functions of NWDA were further modified to undertake implementation of ILR projects and completion of water resources projects under Pradhan Mantri Krishi Sinchai Yojana (PMKSY) and to act as a repository of borrowed fund or loan from Banks / other institutions for the execution of projects.

The updated functions of NWDA are as under

  •  To carry out detailed surveys and investigations of possible reservoir sites and interconnecting links in order to establish feasibility of the proposal of Peninsular Rivers Development Component  and Himalayan Rivers Development Component (1990) forming part of the NPP for Water Resources Development prepared by the then Ministry of Irrigation (now the Ministry of Water Resources, River Development and Ganga Rejuvenation and Central Water Commission.
     
  • To carry out detailed survey about the quantum of water in various Peninsular River Systems  and Himalayan River Systems (1990) which can be transferred to other basins/States after meeting the reasonable needs of the basin/States in the foreseeable future.
     
  • To prepare feasibility report of the various components of the scheme relating to Peninsular Rivers Development and Himalayan Rivers Development (1990).
     
  • To prepare DPR (2006) of river link proposals under NPP for Water Resources Development after concurrence of the concerned States.
     
  • To prepare Pre – Feasibility / Feasibility (2006)/ DPRs (2011) of the Intra – State links as may be proposed by the States. The concurrence of the concerned co-basin States for such proposals may be obtained before taking up their FRs / DPRs.
     
  • To undertake/construct/repair/renovate / rehabilitate / implement the projects either of its own or through an appointed agency /organization/PSU or Company and the projects forming part of Interlinking of Rivers, for completion of projects falling under PMKSY of which projects under Accelerated Irrigation Benefits Programme (AIBP) are also included and similar other projects (2016).
     
  •  NWDA to act as a repository of borrowed funds or money received on deposit or loan given on interest or otherwise in such manner, as directed by the Ministry of Water Resources, River Development and Ganga Rejuvenation (MoWR, RD & GR) and to secure the repayment of any such borrowed funds/money deposits/loan etc. by way of mortgage, pledge, change or lien upon all or any other property, assets or revenue of the society both present and future (2016).
     
  • To do all such other things the Society may consider necessary, incidental, supplementary or conducive to the attainment of above objectives (1981).
